Overview

The Regular Window (Unconditional Cash Transfer) is a long-term social protection initiative under the Baxnaano Program. Implemented by the Ministry of Labour and Social Affairs (MoLSA), it provides direct financial support to 50,000 of the poorest households across 21 districts in Jubaland, Southwest, Galmudug, Hirshabelle, and Puntland.

Each household receives US$20 per month, disbursed quarterly over a period of three years. The goal is to reduce chronic poverty, enhance household resilience, and strengthen human capital through improved access to food, health, and education.

Households in the USR are ranked using a tool called Proxy Means Testing (PMT). This tool looks at things like the type of house a family lives in, the items they own, their income, and whether they have basic services like clean water. It then decides which families are the poorest. The process is automatic, with no human involvement, so it is fair without discrimination by clan, gender, or location

This support is provided by the Federal Government of Somalia, through the Ministry of Labour and Social Affairs (MoLSA), as part of national efforts to protect poor and vulnerable families and improve their well-being.

Beneficiaries are identified through the Unified Social Registry (USR) a national database that contains socio-economic data on vulnerable households used to assess their eligibility for social support.
The USR uses a Proxy Means Testing (PMT) tool, which automatically ranks households based on factors such as housing type, income, household assets, and access to basic services like clean water. The process is fully automated and ensures fairness without discrimination based on clan, gender, or location.

For 2025, each selected household will receive USD 240 in a single payment. Starting in 2026 and continuing in 2027, payments will be made quarterly at USD 60 every three months.
After enrollment, beneficiaries should keep their registered mobile number and wallet active with good network coverage to receive payment notifications. Payments for 2025 will be made before the end of the year.

Baxnaano supports families for three years, with the aim of improving their livelihoods.
