What We Do
Reducing Vulnerability Through Cash Transfers
Baxnaano program is government-led safety net programme financed by the World Bank and works with different Government Ministries and UN agencies to ensure efficient delivery of its cash transfers.
Target Groups
We support households that meet the eligibility criteria (poor and vulnerable households with children under the age of five) in the targeted communities.
Cash Payments
We provide cash transfers to targeted poor and vulnerable households and establish the key building blocks of a national shock-responsive safety net system.
Emergency Scale Ups
Other than normal cash transfers, one of the major objectives of BAXNAANO is to rapidly scale-up to additional vulnerable households in times of crisis.

Safety Net For Human Capital
The Safety Net for Human Capital Project (SNHCP) in Somalia has made significant strides in addressing the country’s challenges related to health, nutrition, livelihoods, education, and community engagement. It has reduced malnutrition, improved health outcomes, increased school attendance, and helped families achieve greater economic resilience. Through community-driven approaches and transparency, the program has fostered trust and participation, ensuring the equitable distribution of support. Future phases will expand coverage, refine targeting strategies, and enhance government systems for more inclusive and sustainable outcomes.
Safety Net for Locust Response Project
The Safety Net for Locust Response Project (SNLRP) has made significant strides in mitigating the devastating effects of locust infestations in Somalia. As part of the response, the project delivered Emergency Cash Transfers (ECTs) to 264,000 households across 62 districts, providing much-needed relief to those directly impacted by the locusts. The initiative also identified 33,000 flood-affected households for rapid assistance, demonstrating the project’s flexibility in addressing overlapping crises.

Somalia Shock Responsive Safety Net for Human Capital Project (SNCHP), or as locally known Baxnaano, is a government-owned safety net program that envisages reaching the most vulnerable segment of the society through progressive cash-based social assistance while also building the necessary systems for national social protection system.
The registration is currently going on in most parts of the country and it will close when each district reaches its target beneficiaries.
A Baxnaano card will be distributed to each family that is found eligible. The card will be charged quarterly with 60USD ($) per household ($20 Monthly). This amount will be enough to cover some of the family’s essential needs, helping towards providing stability, adequate accommodation and food on the table.
Eligible families will continue to receive assistance as long as they continue to be eligible, and as long as they are found to be in need. Funding is currently in place to support this assistance programme until the end of December 2020. However, it is expected that the programme will continue until the end of 2022.
